DHK’s award-winning Master Plan transformed the San Fernando public housing development into an attractive, inviting and safe residential community. San Fernando, originally built in 1971, is a 334-unit residential complex located in the Monacillos ward of the Rio Piedras section of San Juan. The site covers 25 acres and contains 20 residential structures that range from one to four stories in height. It has a mix of unit types that includes a variety of flats and townhouses. The Master Plan introduced four new streets to interconnect the different areas of the site and provide street frontage and parking for all the units. A key feature of the plan is a pedestrian walk that provides a central pedestrian connection from one end of the project to the other. In addition to the interior and exterior renovation of all of the units, the entire site was upgraded with new utilities and comprehensive landscaping to supplement the existing mature vegetation. The development also provided new playground areas and renovated community facilities to house a Head Start program and additional activity space.
